The San Joaquin Hills Transportation Corridor is a 20-mile north-south route through southern Orange County, located midway between the Pacific Coast Highway and the San Diego Freeway. The route was an extension of State Route 73 connecting the southern terminus at Interstate 5 in San Juan Capistrano and a northern terminus at the existing State Route 73 in Newport Beach.

The project involved the relocation of several major overhead and underground utility trunk lines that had previously crossed the existing Interstate 5 freeway in which extensive coordination with Caltrans and utility agencies was required. This also involved the execution of many Caltrans Joint Use (JUA) and Consent to Common Use Agreements (CCUA) that required the utilities design and coordination staffs to interface with the design/build team, Caltrans, utility agencies, and TCA legal counsel.

The utilities department was also responsible for the design of all water, sewer, irrigation, and private power system relocations and extensive coordination with utility agencies, AT&SF Railroad, The Irvine Company, Caltrans, and several cities.

TEC provided construction management services, which included CPM scheduling, estimating, resident engineering, and field inspection.
